FCC Seeks to Apply Double Standard for Government Debt

FCC issues Notice of Proposed Rulemaking (NPRM) on May 6, 2016, seeking public comment by June 6, 2016. Section (b)(1)(A)(iii) prevents robodialed calls to cell phones without the prior express consent of the called party. FCC seeks to add, “unless such call is made solely to collect a debt owed to or guaranteed by the United States.” Covered calls include collection and servicing calls after the delinquency to the person obligated to pay the debt.
